Rob Portman Approval Rating Down Among Republicans: Poll

Republican disapproval of Sen. Rob Portman (R-Ohio) has jumped 13 points since he announced his support for gay marriage, according to polling released Friday by Quinnipiac University.

Twenty-one percent of Republicans now disapprove of Portman's performance, up from just 8 percent in a February poll. His numbers among independent voters also fell somewhat, while his perception among Democratic voters improved slightly. Portman's overall approval rating is now at 40 percent, with 31 percent disapproving.

Portman reversed his stance on gay marriage in March, explaining that he wanted his son, Will, who is gay, to have the same opportunities as his other children.

Asked to react specifically to Portman's endorsement of same-sex marriage, 20 percent of voters said they viewed him more favorably, 25 percent that they viewed him less favorably, and 53 percent that it made no difference. Forty-one percent of Republicans said it made them view him less favorably, while 6 percent said it improved their image of him, and 51 percent said it made no difference.

More generally, 48 percent of Ohio voters said they supported same-sex marriage, while 44 percent opposed it.

The Quinnipiac poll used live phone interviews to survey 1,138 registered voters in Ohio between April 10 and April 15.

Measure of US economy's health declines in March

(AP) ? A measure of the U.S. economy's future health declined slightly in March, signaling that growth could slow this spring.

The Conference Board says its index of leading indicators dipped 0.1 percent last month to 94.7. That's the first decline after three months of gains. The gauge is designed to anticipate economic conditions three to six months out.

Declines in consumer confidence, housing permits and new orders for manufactured goods pushed down the index.

Higher stock prices and a larger spread between long-term and short-term interest rates offset the decline.

The index is derived from data that for the most part have already been reported individually.

"Data for March reflect an economy that has lost some steam," said Ken Goldstein, an economist at the Conference Board.

Across-the-board government spending cuts that kicked in March 1 are likely weighing on growth, Goldstein said. Economists forecast the cuts will shave a half-percentage point from growth this year.

The private sector is also struggling, Goldstein added. "The biggest challenge remains weak demand, due to nervous consumer sentiment and slow income growth," he said.

But overall, "the leading indicator still points to a continuing but slow growth environment," Ataman Ozyildirim, also an economist at the Conference Board, said. The board is a research group with a mostly business membership.

The Leading Indicator index has increase 1.6 percent in the past six months, much faster than the 0.1 percent gain in the previous six months.

Other reports issued Thursday pointed to modest growth. Weekly unemployment applications rose only slightly last week and remained at levels that suggested hiring could rebound in April.

Most economists forecast growth accelerated to an annual rate of roughly 3 percent in the January-March quarter, up from a 0.4 percent rate in the fourth quarter. But many analysts expect growth is slowing in the April-June quarter, mostly because of the spending cuts. Some economists are forecasting a growth rate of 1.5 percent for the second quarter.

Makers of fraudulent breast implants on trial in France

MARSEILLE, France (Reuters) - Five French executives went on trial on Wednesday to jeers from victims for supplying women with hundreds of thousands of substandard breast implants and triggering a global health scare.

More than 300,000 women around the world were fitted over a decade with implants from the French company Poly Implant Prothese (PIP), and the trial includes 5,000 civil plaintiffs and 300 lawyers.

PIP's founder and long-time chief executive, 73-year-old Jean-Claude Mas, has admitted filling the implants with an unapproved homemade recipe made of industrial-grade silicone gel.

Mas and four PIP executives, including the chief financial officer, are charged with aggravated fraud and risk maximum prison terms of five years each, plus fines, for selling the implants around the world from 2001 to 2010, when they were ordered off the market.

Mas himself was in court an hour before the start of proceedings, which were mostly taken up with opening day legal arguments. "He bears the enormous weight of this trial on his shoulders," Mas's lawyer Yves Haddad said.

A vast exhibition building close to PIP's former premises has been set up as a makeshift courtroom to accommodate the huge crowds expected for the trial, due to last until mid-May.

Mas arrived at court under police escort and faced a crush of cameras as the trial began in the southern city of Marseille.

"Bastard!" shouted someone in the audience of some 300 victims as Mas appeared live on a giant video screen.

Of the more than 5,000 individual lawsuits filed against PIP - once the world's third-largest supplier of breast implants - and its executives, 220 have come from women outside France.

A French woman who alleges that one of her PIP implants began to leak four years after its insertion said outside the courtroom that victims were both scared and angry.

"We had foreign bodies put inside us that were flawed ... we could have maybe died from it. The anger is because we were tricked," said Tomassine Catalano. "It's frightening."

Leaving court, Mas sought to defend himself against such charges. "For 30 years I made prostheses," he told journalists. "I did my best to protect them (women)."

RUSH FOR REMOVAL

The scandal - revealed after inspectors pursuing a tip-off discovered vats of industrial-grade silicone outside the PIP factory in 2010 - sparked worldwide panic when the government recommended removal of the implants due to an abnormally high rupture rate.

Health experts say no link has been established between PIP implants and breast cancer, but in the months after the scandal broke, plastic surgeons around the world reported a flood of removal requests from worried patients.

Half the French women with PIP implants, or nearly 15,000, have already opted for removal, whether because of rupture or as a precaution, according to the government.

Mas was released in October from eight months in detention following a failure to post bail. He told police that 75 percent of PIP's implants had contained the homemade gel, which was never been approved by regulators, although he denies it was unsafe. He and the other executives deny the charges.

Investigators estimate that Mas's formula allowed PIP to save nearly $1.6 million in one year alone.

When Mas told the court he lived on a modest monthly retirement income of 1,800 euros, hoots erupted from the spectators, prompting the judge to warn that the next person to disrupt proceedings would be thrown out.

Minutes before the trial began, a court in Paris rejected a defense request to have the case thrown out.

Mas and PIP's former chief financial officer, Claude Couty are separately implicated in a civil case over fiscal fraud that has yet to reach trial. Mas is also under investigation for manslaughter following a complaint from the mother of a French woman with PIP implants who died of cancer in 2010.

(AP) ? American Airlines says it has fixed an outage in its main reservations system that is disrupting travel for thousands of passengers whose flights have been delayed or canceled.

American Airlines spokeswoman Stacey Frantz said Tuesday that the system was fixed by 4:30 p.m. EDT. But the airline expects to see flight delays and cancellations throughout the rest of the day.

Tracking service FlightAware says that as of mid-afternoon, American has canceled more than 700 flights and another 765 flights are delayed.

Passengers are describing long airport lines and frustration at a lack of information from airline employees.

North Korea lashed out anew Tuesday at South Korea over a small public protest in Seoul in which demonstrators burned effigies of the North's leaders, saying it would not hold talks with its southern neighbor unless it apologized for anti-North Korean actions "big and small" and warning that it could take retaliatory measures at any time.

The statement, which was issued by the Supreme Command of the Korean People's Army, came amid international fears that the North is preparing to conduct a medium-range missile test and also as North Korea marked the second day of festivities in honor of the April 15 birthday of its first leader, Kim Il Sung.

Later in the day, its state media quoted a Foreign Ministry spokesman saying North Korea has no intention of holding talks with the U.S. unless it also abandons its hostility against the North.

The spokesman said the North will "intensify unspecified military countermeasures" unless the U.S. stops conducting military drills on the peninsula and pulls out all the military assets needed to threaten the North with a nuclear attack.

The renewed vitriol, which included the threat for unspecified retaliatory action, followed a Monday protest by about 250 people in downtown Seoul, where effigies of Kim Il Sung and his late son and successor, Kim Jong Il, were burned. Such protests are fairly common in South Korea, and though Monday's was held on the holiday that North Korea calls "The Day of the Sun," some analysts suggested North Korea was using it as a pretext to reject calls for a dialogue with the South, at least for the time being.

North Korea often denounces protests like the one held Monday, but rarely in the name of the Supreme Command, which is headed by Kim Il Sung's grandson and North Korea's overall leader, Kim Jong Un.

The North's statement said it would refuse any offers of talks with the South until it apologized for the "monstrous criminal act."

"If the puppet authorities truly want dialogue and negotiations, they should apologize for all anti-DPRK hostile acts, big and small, and show the compatriots their will to stop all these acts in practice," the statement said. North Korea's official name is the Democratic People's Republic of Korea, or DPRK.

This year's festivities were mostly low key, with Pyongyang residents gathering in performance halls and plazas and taking advantage of subsidized treats, like shaved ice and peanuts. Last year's anniversary ? the centennial of Kim Il Sung's birth ? was marked with days of immense festivities and a massive military parade.

Instead of such grandiose events, the front page of the Rodong Sinmun, the Workers' Party newspaper, on Tuesday featured photos of Kim Jong Un at an orchestral performance with his aunt, Kim Kyong Hui, and other top officials. North Korean media also reported that he watched volleyball and basketball games between Kim Il Sung University of Politics and Kim Il Sung Military University.

But word of the protest in the South outraged some North Koreans, though North Koreans, too, have similarly used the image of South Korean officials in protests against Seoul. The former South Korean president was depicted as a rat, shown attacked by dogs and tied up and quartered. The North Korean military used his image for military practice

"A child will not ignore it if his parents are insulted," said Pyongyang resident Ri Jong Chol. "I'd like to say that we have to find the South Korean puppet traitors who insulted our top leaders, wherever they are, and put them to death."

Hundreds arrested in Nigeria immigrant raids

LAGOS, Nigeria (AP) ? The buses crammed full of young men leave each afternoon from this busy market in Nigeria's largest city, some with bruises around their faces and cuts on their arms.

A series of raids by Nigerian authorities in recent days has brought fear to Katangua Market in Lagos, where immigrant labor makes the market thrum amid piles of secondhand clothes, shoes, purses and other accessories that are laid along narrow dirt alleyways. Immigrant workers, who come largely from neighboring Niger to the north, are finding themselves targeted by security agencies anxious about a growing Islamic extremist insurgency in northern Nigeria that could spread southward.

Nigeria's porous borders and corrupt bureaucracy allow people to enter the country, giving extremists the chance to freely move and avoid capture. But those same borders give those living in poverty in neighboring countries a chance to earn money. Now even immigrants with proper travel documents worry they'll be rounded up as well.

"If they come here and arrest me and I don't have my papers, I don't know what's going to happen," said Abdu Tanimu, a leader of Nigeriens working in the market. "I don't know what's going on out there."

Immigration raids have happened before and even have a place in the slang of oil-rich Nigeria, home to more than 160 million people. The colorful recycled plastic bags carried by travelers in the region are known as "Ghana-Must-Go," a reference to when Nigeria kicked out Ghanaians and other immigrants in 1983 as oil prices collapsed and the country's economy cratered.

Today, immigrants make up much of the menial labor workforce in Lagos. Nigeriens push wheelbarrows and carry goods on their heads in markets, while others serve as gate guards and night watchmen in commercial properties and residential estates. Young men from Benin, Cameroon, Chad, Ghana and other nations also crowd into the city, looking for jobs.

While some carry a proper passport and work permit, the majority of immigrants simply cross the border without papers. Some pass through with a payment of less than $1 to immigration officials. Others simply drive through the unpatrolled sandy stretches of the Sahel into Nigeria.

That loose arrangement is now being challenged, however, by a growing wave of shootings, bombings and kidnappings carried out by Islamic extremists in Nigeria's predominantly Muslim north. Since 2010, the extremists' guerrilla campaign has killed at least 1,548 people, according to an Associated Press count. Authorities and civilians increasingly fear that violence could spread into Lagos and Nigeria's largely Christian south, potentially destabilizing the nation.

"Now that there's insecurity in the country, those of them who came in here without the regular traveler certificate are the ones being sent out of the country," said R.O. Odupeyin, the Lagos state comptroller of the Nigeria Immigration Service. In recent weeks, the service has deported some 345 Nigeriens and 11 Ghanaians, Odupeyin told the AP. Another 22 Malians have been arrested and handed over the United Nations refugee agency as French and Malian forces continue to fight Islamic extremists there, Odupeyin said.

However, critics point to the fact that nearly all those arrested in connection with extremist groups come from Nigeria and are not foreigners. That means while those arrested may have violated immigration laws, the arrests have little value in Nigeria's current fight against the radical Islamic extremist network Boko Haram and others.

"The Nigerian government knows the Boko Haram," said activist Declan Ihekaire, a Nigerian. President Goodluck Jonathan "once told Nigerians openly that he has members of Boko Haram within his Cabinet and if that is correct, the government should look for Boko Haram where they know they are ? not going to all these market places (arresting) poor people."

Soldiers, police officers and Nigeria's domestic spy agency repeatedly have raided Katangua Market, a sprawling maze of shops where tons of clothes from the Western world ? some likely donated ? are resold. In the latest raid on April 9, authorities arrested 251 suspected illegal immigrants, Lagos state police spokeswoman Ngozi Braide said. While some have been released, others remain held at state government headquarters in Lagos, likely to be handed over to the immigration service for deportation.

Signs of the raid on the market remained days later.

Yushau Ibrahim stood near the metal door that security forces broke down, his still-bleeding hand wrapped in a sling made out of a man's black tie. Ibrahim said police officers beat him and stole nearly $10,000 he held for local moneychangers. Other merchants said officers stole money from them as well, something Braide denied. He said that during the raid, young boys sleeping in the local mosque jumped down and ran when authorities began firing sporadic gunshots.

The police arrested immigrants who couldn't immediately show their stamped passports. That worries Tanimu, who has children who were born and only have lived in Nigeria. Once, authorities arrested his 15-year-old son and for a while refused to release him.

"He was born here. He doesn't know anywhere else," Tanimu said in the Hausa language of northern Nigeria and neighboring countries. "They wanted to take them back to Niger. My worry was where are they taking him to? Is he going to look for his parents in a place he doesn't know?"

Immigration bill would spark surge of legal arrivals?
The immigration debate often focuses on people in the U.S. illegally, but a reform bill's biggest initial effect could be a sharp rise in legal immigration.

WASHINGTON ? While much of the debate over immigration has focused on the fate of the estimated 11 million people in the U.S. without legal authorization, one of the biggest immediate impacts of the reform bill being prepared in the Senate would be a sudden, large surge in legal migration.?
The U.S. admits about 1 million legal immigrants per year, more than any other country. That number could jump by more than 50% over the next decade under the terms of the immigration reform bill that a bipartisan group of senators expects to unveil as early as Tuesday. The impact would be felt nationwide, but areas that already have large immigrant communities would probably see much of the increase.?
The immigration package includes at least four major provisions that would increase the number of legal immigrants, according to people familiar with it. Some of the parts could generate as much controversy as the provisions dealing with those who enter the country illegally or overstay their visas, according to those with long experience of the politics of immigration.?
Supporters say that higher levels of legal immigration would meet the U.S. need for certain kinds of workers. Increased legal migration also would reduce most of the incentive for illegal border crossings, backers of the plan say, and would allow border agents to focus on smugglers and people with violent criminal records.?
Opponents such as Sen. Jeff Sessions (R-Ala.), who has long opposed measures to increase immigration levels, say new workers would depress wages and crowd out Americans looking for work during a time of persistently high unemployment.?
"The masters of the universe in glass towers and suites, they may not be impacted by this, but millions of struggling American families will," Sessions said in an interview Friday. "We do need to be sure we aren't exacerbating unemployment and wage erosion in America."

The surge would come in several ways: The bill aims to eliminate the current backlog of roughly 4 million people waiting to be reunited with family members in the U.S. The 11 million now in the country without legal authorization would be eligible for citizenship only after that backlog was resolved. Reunification efforts would require boosting the number of visas issued each year.

To keep the additional inflow under control, the bill would stop allowing adult siblings of immigrants to qualify, but children and parents would continue to be eligible.?
In addition to family unification, which allows people into the country permanently, the bill also aims to increase temporary visas for both high-wage and low-wage workers. The number of visas for high-tech workers could nearly double to more than 120,000 per year.

At the other end of the wage scale, a new visa system would allow businesses to bring in workers for jobs including janitors, housekeepers and meatpackers.

The numbers would start small, but as the unemployment rate declined, it could reach 200,000 a year by the end of the decade. And growers could bring a total of about 330,000 new farmworkers into the country during the decade. At least some of those low-wage temporary workers eventually would be allowed to seek permanent residency.
The bill's authors expect that legal immigration eventually would decline again, but only 10 years after the bill passed, once the backlog of residency applications shrank.

(AP) ? Aviation authorities are struggling to remove a Lion Air passenger jet that crashed into the sea on Indonesia's resort island of Bali because it is too heavy to tow in the shallow water.

Transportation Ministry spokesman Bambang Ervan said Monday divers are also facing difficulties removing the cockpit voice recorder located in the plane's tail, which is submerged.

All 108 people on board survived Saturday's crash when the plane slammed into the water near Bali's Ngurah Rai airport and snapped in two.

Ervan said authorities have decided to cut the wreckage into several parts instead of towing because it weighs too much and could damage the area's coral reefs.

Bali is one of Asia's most popular destinations, drawing millions of vacationers with its world-class surf and beautiful beaches.

Over the last few weeks the hype around everyone's favorite distributed cryptographic currency has gone insane. It's a Ponzi scheme; no, it's the first instance of the third era of currency; no, it will spiral up and down forever; no, it's the new venture-capital frontier; no, it's an existential threat to the modern state. No, possibly, conceivably, maybe, and no. But: I realized this week that Bitcoin actually is a really big deal -- in a way that's been almost entirely obscured by all the hype.

Abbas accepts Palestinian prime minister's resignation

Palestinian President Mahmoud Abbas has accepted the resignation of Prime Minister Salam Fayyad. The two men reportedly had ongoing disputes over government policy. MSNBC's Mara Schiavocampo reports.

Palestinian President Mahmoud Abbas accepted the resignation of Prime Minister Salam Fayyad on Saturday, a Palestinian official and the Palestinian news agency said.

"Abbas agreed to accept Fayyad's resignation," the Palestinian official said. News agency Wafa said Abbas had asked Fayyad to stay on as caretaker until a new government was formed.

Sources told Reuters on Fayyad had offered his resignation to Abbas on Wednesday following a rift between the two men over government policy.
